Bülent Evcil was born in Istanbul in 1968. He started his flute training under the tuition of Prof. Mükerrem Berk at the State Conservatoire of Mimar Sinan University and graduated there from with the highest distinction in 1988. In the same year, he continued his studies at the Royal Brussels Conservatoire under the tuition of Marc Grauwels with a scholarship from the Istanbul Philharmonic Foundation.
