Bureaucrat and the Conspirators is the product of Mark Armacost, and Matt Perzinski and Andy Chrest of The Rope River Blues Band, among other projects. Based in Baltimore, their music is a combination of psych-folk and sound collage, all centered around Armacost's poetry.
