Özçimi was born in 1955 in Konya, Turkey and his early schooling was there also. He completed a program in science at Istanbul Technical University and then attended the Turkish State Music Conservatory, graduating in 1979, having focused on the reed instrument. During his conservatory education Niyazi Sayin and Aka Gündüz Kutbay were fellow students.
